Project Description:

Open data is one of the foundations of the cities of the future. They provide tangible benefits to residents and cities and are excellent proof that cooperation is possible. Technology should serve us by providing valuable information and making it available is a natural element of the Smart City 3.0 strategy and even newer incarnations. The implementation of the Open Urban Data Portal in Przemyśl is accompanied by the development of the Municipal Interoperability Policy, which will allow for the standardization of data exchange processes between various municipal institutions. The data source for the Portal will be systems located in the Przemyśl City Hall and organizational units of the city and municipal companies. As part of the project, a Municipal Team for Open Urban Data will also be established.

Scope of subject::

The scope of tasks under the project will include, among others:

  1. Establishment of the Team for Municipal Open Data;
  2. Establishment of the Municipal Observatory for Development Strategy and Data Analysis
  3. Pre-implementation analysis - indication of reference data sets to be made available on the open data portal in the first stage (data from the document circulation system, data from domain systems, CMS system) and the scope of implementation in subsequent stages;
  4. Developing assumptions for the Municipal Interoperability Policy together with residents and entrepreneurs and developing the Municipal Interoperability Policy, along with defining data exchange standards;
  5. Developing with stakeholders the priority aspects of data sharing in the first stage of implementation (focus studies, online and traditional surveys, face-to-face meetings)
  6. Preparation of pre-implementation documentation and feasibility study of the Municipal Open  Data Portal;
  7. Programming and implementation of IT solutions / configuration / adaptation works;
  8. Launch of the Municipal Open  Data Portal
Accessibility:

Implementation of the Municipal Open  Data Portal as a new electronic tool - allows for an increase in the availability of services for all residents, including groups with special needs and at risk of social exclusion, and is consistent with the assumptions of the Accessibility Plus Program 2018-2025. The project will be implemented taking into account the Annex. No. 2. Accessibility standards for cohesion policy 2014-2020 to the Guidelines for the implementation of the principle of equal opportunities and non-discrimination, including accessibility for people with disabilities and the principle of equal opportunities for women and men under EU funds for 2014-2020. The project takes into account digital, information, promotion and training standards, primarily through:

  • compliance with the WCAG 2.1 standard; • materials will be prepared in an easy-to-read language or in other alternative versions (e.g. audio, drawings, symbols, infographics) for people who do not communicate fluently due to cognitive difficulties;
  • all meetings organized as part of the implementation of the project will be conducted in a place without architectural barriers, important information will be distributed (or redistributed) in a form enabling its reception by all interested parties, regardless of ability. Moreover, the Municipal Open  Data Portal will meet all digital accessibility standards provided for in other legal regulations in force both in the European Union and in Poland, including:
  • the UN Convention on the Rights of Persons with Disabilities drawn up in New York on December 13, 2006;
  • Regulation of the Council of Ministers of April 12, 2012 on the National Interoperability Framework, minimum requirements for public registers and exchange of information in electronic form and minimum requirements for IT systems;
  • Act of April 4, 2019 on the digital accessibility of websites and mobile applications of public entities. The content prepared, published and made available to the public as part of this project will be prepared so that its interpretation does not constitute barriers to various types of software supporting people with special needs.
