Project Description:

The review and improvement of the competence management system is a sequence of interconnected projects that will include, among others: conducting a detailed audit including an in-depth analysis of the needs and preferences of employees and the employer in the field of existing and expected competences. Based on the audit results, a program will be prepared to improve the soft skills of local government employees. As part of the project, office employees will acquire knowledge and skills aimed at stimulating creativity in the field of planned and implemented design activities and animation activities involving the local community at all stages. By improving knowledge, competences and skills, residents will also benefit and they will be able to count on a much higher degree of institutional efficiency.

Scope of subject::

The scope of tasks under the project will include, among others:

Conducting an in-depth audit of the training needs of approximately 280 employees of the Municipal Office in Przemyśl, including in particular:

  1. Organizing and conducting team management workshops for 20 employees;
  2. Organizing and conducting strategic management workshops for 20 employees;
  3. Organizing and conducting project management workshops for 20 employees;
  4. Organizing and conducting a course in database management, preparation and use of electronic public services for 20 employees;
  5. Organizing and conducting a course on working with the tools of the "Office Suite - Word, Excel, Power Point" for 20 employees;
  6. Developing a multimedia form of selected training as part of the training
Accessibility:

The implementation of the project allows for an increase in the availability of services for all residents, including groups with special needs and those at risk of social exclusion, and is consistent with the assumptions of the Accessibility Plus Program 2018-2025. The project will be implemented taking into account the Annex. No. 2. Accessibility standards for cohesion policy 2014-2020 to the Guidelines for the implementation of the principle of equal opportunities and non-discrimination, including accessibility for people with disabilities and the principle of equal opportunities for women and men under EU funds for 2014-2020. The project takes into account digital, information, promotion and training standards primarily through:

  • compliance with the WCAG 2.1 standard;
  • materials in an easy-to-read language or other alternative versions (e.g. audio, drawings, symbols, infographics) for people who do not communicate fluently due to cognitive difficulties;
  • all training organized as part of the implementation of the project will be conducted in a place without architectural barriers, important information will be distributed (or redistributed) in a form that makes them accessible to all interested parties. Training, courses, equipping the staff of operating institutions and organizations with knowledge and tools in the area of ​​professional and social activation of disabled people will be organized in a way that allows all employees substantively related to the process to be included in the work and training, regardless of their individual limitations

Training supplemented with a remote learning session using ICT systems will meet all digital accessibility standards provided for by other legal regulations in force both in the EU and in Poland, including:

  • United Nations Convention on the Rights of Persons with Disabilities done at New York on December 13, 2006;
  • Regulation of the Council of Ministers of April 12, 2012 on the National Interoperability Framework, minimum requirements for public registers and exchange of information in electronic form and minimum requirements for IT systems;
  • Act of April 4, 2019 on the digital accessibility of websites and mobile applications of public entities.

In the case of traditional studies as part of the project "Review and improvement of the competence management system", the content prepared, published and made available to the public as part of the implementation of this project will be prepared so that their interpretation does not constitute barriers to various types of software supporting people with special needs.
